Guest accommodation experiment in Kuzbass: what will change for tourists and owners

From September 1, 2025, a federal experiment on legalization of guest houses will start in Kuzbass, which will also affect Sheregesh. The new law No. 127-FZ dated 07.06.2025 will allow owners of private houses to officially provide accommodation services, increase the resort room stock and protect tourist rights. What will change? Legalization of gray sector - private houses can get guest house status and work officially Housing classification - unified quality standards for guest comfort Tourist rights protection - safety guarantees and transparent accommodation conditions Budget replenishment - introduction of tourist tax will bring additional income to the region The experiment will last until December 31, 2027 in 17 Russian Federation subjects, including Kuzbass. Preparation for start In early August, a meeting with guest house owners was held in Sheregesh, where they discussed: - Housing classification requirements - Procedure for charging tourist tax - Utility tariffs (electricity, garbage removal) A working group has been created for operational issue resolution, and representatives of energy companies and regional operators will be invited to the next meetings. The Kuzbass Ministry of Tourism will prepare instructions on: - Fire safety - Accessibility for people with disabilities - Registration of signs and information plates Prospects for Sheregesh The experiment will increase housing supply at the resort, make prices more affordable, and rest more comfortable and safe.
